6-2-5: USE OF SIDEWALKS:
   A.   Private Use: No part of any sidewalk shall be taken for private use by lowering or cutting down the same next to the building fronting thereon; or by railing off the same by any iron or other railing, or otherwise shutting off the public from using the same; but said sidewalk shall be built clear up to the building on a uniform grade, as hereinbefore provided, unless the City Council shall otherwise direct. Entrance to cellars and basements, and flights of stairs or steps may be made, which shall not extend into or on the sidewalks more than four feet (4') next to the building, and the width of the steps, stairs or entrances in sidewalks to cellars or basements shall not be more than five feet (5'); and the same shall be at all times securely protected by the owner or occupant of the building. Notwithstanding the foregoing, issuance of a lease for a sidewalk cafe as permitted by title 4, chapter 7, article B of this Code, which includes any such sidewalk cafe upon a public sidewalk shall be deemed to be specific authority of the City Council for such operation, within the meaning of this section.    B.   Goods Displayed On Walk: It shall be unlawful for any person in the City to place, set or hang out, over or upon any sidewalk, any goods, wares or merchandise, except within three feet (3') of the building or premises owned or occupied by him; or to place, erect or suspend any sign, flag, banner, show case or other fixture projecting into or hanging over any sidewalk exceeding three feet (3') from the building or premises owned or occupied by him; or to cause or knowingly permit the same to be done in front of or adjoining any house or premises owned or occupied by him, under his control.    C.   Draining Water On Walks: It shall be unlawful for any person to suffer or permit the water falling or draining from the roof of any building owned, occupied or controlled by him, to spread over the sidewalk in front of the same. (1917 Code § 1234)
   D.   Crowds Obstructing Walks: When two (2) or more persons shall stand or crowd together so as to obstruct any sidewalk or thereby prevent the free and unobstructed passage of other persons over such sidewalk, such persons so obstructing such walk shall be subject to a penalty as in this Code provided.
