5-2-2: ACCUMULATION AND STORAGE:
   A.   Accumulation: No garbage that has become decayed or that shall otherwise be a menace to health or cleanliness, shall be permitted to remain in any dwelling house, hotel, boarding house, cafe, restaurant, lunch stand, meat market or in any store or building or on any premises for a longer period of time than shall be reasonably necessary considering the frequency of garbage collections as may be provided in the contract with a garbage collector as hereinafter provided.
   B.   Residential Storage: No resident shall place or permit any garbage or refuse to be placed in the front yard of a residence more than twenty four (24) hours prior to the regular scheduled trash pick up by the city. Further, no resident shall place or permit any garbage or refuse to be placed in the rear yard or side yard between a residential structure and an adjacent street more than twenty four (24) hours prior to the regular scheduled trash pick up by the city. Front yard, rear yard and side yard as used herein shall have the meanings ascribed to said terms by the zoning title of the city. (Ord. 5385, 10-11-1989)
