All persons operating any commercial establishments within the City shall file with the City Treasurer an application for the appropriate regulatory certificate to operate their particular commercial establishment. Applications for such documents shall be made available by the City. The required fee for the particular regulatory certificate which is applied for, must accompany the filing of said application.
