12-1-3: DEFINITIONS:
For the purpose of this Title certain words, phrases and terms shall be construed as set out in this Section:
CITY: The City of Alton, Illinois.
CITY CLERK: The City Clerk of the City of Alton.
CITY COUNCIL: The City Council of the City of Alton.
COMMISSION: The City Plan Commission of the City of Alton.
FINAL PLAT: The drawings and documents described in Chapter 2 of this Title.
MAJOR STREET: Major street is a street shown on the major street plan, a part of the official plan, and further defined in subsection 6-1-2B of this Code.
MINOR STREET (LOCAL): Minor street is a street used, or intended to be used, primarily for access to abutting properties, and further defined in subsection 6-1-2B of this Code.
PRELIMINARY PLAT: The drawings and documents described in Chapter 2 of this Title.
SUBDIVIDER: Any person, firm, corporation, etc., engaged in developing or improving a tract of land which meets the definition of a subdivision as defined in this Title.
SUBDIVISION OF LAND: Subdivision of land is: a) the division of land into two (2) or more lots, parcels or tracts of five (5) acres or less in area; or b) the dedication of streets, ways or other areas for the use of the public. Any sale of a division of land shall constitute a subdivision of land and require, prior to any sale and before the delivery of a deed, the submission of a plat as required by law; provided, however, that the sale or exchange of parcels of land to or between adjoining property owners, where such sale or exchange does not create additional lots, shall not be considered as a subdivision of land, and provided further, that a contract of sale requiring conformity with this Title may be entered into.
