12-1-13-4: POWER TO ARREST:

The Town Marshal or designated enforcement official is authorized to issue a misdemeanor citation, civil violation notice, or administrative citation whenever there is reasonable cause to believe that the person has committed a violation of the Town of Alta Code or applicable state codes.
