Any temporary or transient merchant desiring to engage or transact business within the town shall file at least ten (10) days prior to conducting business an application for licensure with the business license official on a form provided by the business license official, which application shall include the name of the merchant, the location where the business shall be conducted, the kind of business, the requested dates of operation, the license fee, and other such information as the town may require. Upon receipt of an application, the business license official shall refer the application to the town marshal department and/or any other department to conduct a review, inspection or investigation as the official deems necessary for the protection of the public good. If, as a result of such investigation, the character and business reputation of the applicant appear satisfactory and all other departmental requirements are met, the business license official shall issue the license.
