The ad valorem tax rate upon property for each portion of the city is hereby designated by the following district number:
DISTRICT NO. 1: All that portion of the city included within the boundaries thereof as originally incorporated and all that territory annexed to the city at the annexation elections held January 23, 1909; October 23, 1917; April 13, 1926; October 28, 1941; November 30, 1944; December 18, 1944; December 21, 1944; April 23, 1945; May 12, 1947; May 26, 1947; December 20, 1947; January 15, 1948; August 10, 1948; August 30, 1948; May 13, 1949; February 7, 1951; October 13, 1953; August 6, 1955; October 18, 1957; January 23, 1964 and excluding territory detached May 4, 1956.
