§ 23.74.030 FINDINGS.
   An amendment to this title may be adopted by the City Council only if the following findings of fact can be made in a positive manner:
   (A)   The proposed amendment is consistent with the objectives, policies, general land uses and programs of the General Plan; and
   (B)   The adoption of the proposed amendment would not be detrimental to the public interest.
