Whenever this title requires consideration of distances, parking spaces or other aspects of development or the physical environment expressed in numerical quantities which are fractions of whole numbers, such numbers are to be rounded to the nearest higher whole number in all such instances. In the case of the number of dwelling units (residential planned development permit or density bonus option), the numerical quantities which are fractions of whole numbers shall be rounded to the next lowest whole number in all such instances.
