§ 17.04.200 POLLUTION OF UNDERGROUND OR SURFACE WATERS.
   POLLUTION OF UNDERGROUND OR SURFACE WATERS means affecting such waters, in a manner, which if allowed to continue, would render them unfit for human or animal use, or toxic to vegetation to an extent adversely affecting plant growth or curtailing crop yield, or which do not meet the requirements of a health officer of the county or the regional water control board of the state affecting the district wherein the city is situated.
