§ 32.15 REVOLVING LOAN FUND.
   (A)   There is hereby created the Revolving Loan Fund which shall be funded from time to time as provided in this chapter.

   (B)   (1)   The city recognizes that the Revolving Loan Fund and loan applications thereto shall be governed in accordance with the terms of the grant agreement with the state, being Grant Agreement No. C-86-001.
      (2)   No loans shall be made from the Revolving Loan Fund until approved by a majority of the Common Council by resolution.
