§ 31.37 CITY CLERK-TREASURER.
   (A)   Clerk-Treasurer as Council Clerk. The Clerk-Treasurer shall be the Clerk of the Council and shall perform the duties prescribed by I.C. 36-4-6-9 and such others as the Council may direct.

   (B)   Deputy Clerk-Treasurer. The Deputy Clerk-Treasurer is to be paid solely from funds appropriated for the office of the Clerk-Treasurer. Such Deputy shall work under the exclusive direction of the Clerk-Treasurer and serves at the pleasure of the Clerk-Treasurer.

   (C)   Administration and records. The Clerk-Treasurer shall furnish space within his or her office for the administration and records of the city’s utilities. The various utility clerks needed to manage the bookkeeping and administrative requirements of the utilities shall be appointed and compensated by the Board having control of the utilities that the clerks serve. The utility clerks serve at the pleasure of the Board which appointed them. The Clerk-Treasurer shall be compensated for services he or she renders to the city’s utilities and shall have the power to supervise the utility personnel subject to the approval of the governing boards of the various utilities.

   (D)   Claim payments in advance of allowance. 
      (1)   The Clerk-Treasurer of the city may make claim payments in advance of the allowance therefore by the Common Council for the city in general and also the Redevelopment Commission for the following kinds and types of expenses:
         (a)   License or permit fees;
         (b)   Insurance premiums;
         (c)   Utilities;
         (d)   General grant programs where advance money is not prohibited and the contracting party posts sufficient security to cover the amount advanced;
         (e)   Grants of state funds authorized by statute;
         (f)   Maintenance and/or service agreements;
         (g)   Leases or rental payments;
         (h)   Bond or coupon payments;
         (i)   Payroll;
         (j)   Federal, state, or county taxes;
         (k)   County Recorder expenses;
         (l)   County Auditor expenses;
         (m)   Attorney fees;
         (n)   Closing costs on purchases and sales of real estate;
         (o)   Postage;
         (p)   Publication fees; and
         (q)   Expenses that must be paid because of emergency circumstances.
      (2)   Payment of the expenses set forth hereinabove must be supported by a fully itemized invoice or bill and certification by the Clerk-Treasurer.
