§ 31.22 MEDICAL AND HEALTH INSURANCE FOR RETIRED CIVIL EMPLOYEES.
   (A)   The city shall pay 100% of the city’s cost for medical insurance on the city’s Group Plan for all city civil employees retiring after December 31, 2007 provided the employee has completed 25 years of continuous service with the city. When the retired employee becomes eligible for Medicare benefits, the retiree will be removed from the city’s Group Plan and placed on the city’s Medicare Supplement Plan. The retiree will be responsible for 100% of the Medicare Supplement costs.
   (B)   The city shall provide the same insurance benefit provided in division (A) above for any employee becoming totally disabled as the result of a city work-related injury as if he or she had met the same 25-year service requirement as set forth in division (A) above.
   (C)   Any qualified employee who wishes to participate in the insurance coverage offered herein shall elect to do so by delivering to the Clerk-Treasurer a written notice of said election at least 30 days prior to the date of his or her retirement. If a retiree declines the coverage at the time of initial eligibility or having accepted the coverage, thereafter cancels the coverage, the retiree’s eligibility shall be terminated, and the retiree shall not be eligible for enrollment or re-enrollment.
   (D)   The city shall not change its health insurance unless it is equal to or greater in coverage than the current insurance being offered and unless any given change is recommended by an Insurance Committee which will consist of a representative of the Common Council, the Mayor, and a representative from each department who shall be appointed by the members of their respective departments.
