(A) The city is divided into five councilmanic districts, the boundaries of which shall be as follows.
(1) District One. Councilmanic District One shall be composed of Precinct 022 in Monroe Township and those parts of Precincts 023 and 024 in Monroe Township adjacent to Precinct 022 and within the corporate limits of the city.
(2) District Two. Councilmanic District Two shall be composed of Precinct 021 in Monroe Township.
(3) District Three. Councilmanic District Three shall be composed of Precinct 020 in Monroe Township.
(4) District Four. Councilmanic District Four shall be composed of Precinct 019 in Monroe Township together with that part of Precinct 023 in Monroe Township which is adjacent to Precinct 019 and within the corporate limits of the city.
(5) District Five. Councilmanic District Five shall be composed of Precinct 018 in Monroe Township together with those parts of Precincts 023 and 024 which are adjacent to Precinct 018 and within the corporate limits of the city.
(B) At-large councilmanic districts shall consist of the entire city.
