No person (owner, occupant, manager, agent, or operator of any business or property) or association of persons shall cause or allow to be made and continue to do so after having been advised to cease and desist the conduct by a city official or a member of the Police Department any noise that unreasonably annoys, disturbs, injures, or endangers the comfort, repose, health, peace, safety, or welfare of any person of normal sensitivity or precludes their enjoyment of property or affects their property’s value.
