(A) Standing committees.
(1) Unless otherwise ordered by the Common Council, the Mayor shall appoint, subject to the approval of the Council, at the first meeting of the newly elected Council, following their election in November, the following standing committees:
(a) Finance; and
(b) Streets and Alleys.
(2) Each committee shall consist of not less than three Council members.
(B) Select committees.
(1) Appointment. The Mayor shall appoint the members of all select committees which may be ordered by the Council from time to time.
(2) Discharge of select committees. A select committee of the Council whose report, if made, is disposed of and it has no other business shall be dissolved without motion; provided, however, an affirmative vote on recommitment by the Council has the effect of reviving the committee.
