The owner of an abandoned vehicle is responsible for the abandonment and is liable, to the extent of the market value of the vehicle, for all of the costs incidental to the removal, storage, and disposal of the vehicle or the parts. The charge for towing and removing an abandoned vehicle shall not exceed rates based on current state-approved amounts and/or as set by City Council from time to time. The charge for storage shall not exceed per day rates based on current state-approved amounts and/or as set by City Council from time to time and shall be limited to the actual days of storage. The vehicle shall be removed by an outside towing agency.
