(A) Recognition of members. No member of the Common Council shall be recognized unless in his or her seat nor shall a member be permitted to speak until recognized by the Chair.
(B) Addressing Council. When any member is about to speak or deliver any matter to the Council, he or she shall ask the presiding officer for recognition and, upon being recognized, shall confine himself or herself to the question before the Council, avoiding personalities.
(C) Restriction on speaking. No member of the Council shall speak more than twice on the same question; provided, however, the mover of a proposition shall, in any case, be entitled to close the debate.
(D) Determination of who speaks when more than one arise at same time. When two or more members of the Council ask to speak at once, the presiding officer shall decide who is entitled to speak.
(E) Restriction on movement of members. While the presiding officer is putting the question to or addressing the Council, no member shall walk out of or across the hall, and when a member is speaking, no member shall walk between him or her and the presiding officer.
