All costs associated with the enforcement of this subchapter shall, to the maximum extent possible, be assessed against the owner of the vicious animal found to be in violation. Such costs shall include, but not be limited to, the cost of investigating whether the animal is vicious as well as the costs of capturing, impounding, boarding, providing veterinary care for, and destroying the vicious animal.
