(A) The ACO or any city police officer is empowered to make whatever investigation he or she deems necessary to ensure compliance with the provisions of this chapter including, but not limited to, obtaining a search warrant from a court of competent jurisdiction.
(B) Any person may file a complaint that a vicious animal is being harbored within the city. Such complaint shall be filed with the APD or ACO on a written form provided by the APD or the City Clerk-Treasurer.
