§ 90.061 COMMERCIAL ANIMAL ESTABLISHMENT PERMITS.
   (A)   Upon application, the Clerk-Treasurer may issue a permit to operate a commercial animal establishment or to a homeowner, upon payment of applicable fees, but only for those animals permitted by this chapter.
   (B)   If there is a change in ownership of the commercial animal establishment or homeowner, the new owner may have the current permit transferred to his or her name upon payment of a transfer fee based on current state-approved amounts and/or as set by City Council from time to time.
   (C)   The permit shall begin on January 1 and run for one year. Establishments or homeowners wishing to seek a permit during other times of the year shall apply and pay a prorated fee for the remaining portion of the year. Yearly applications must be made before January 31 or within ten days of the creation of such an establishment.
   (D)   The permit issued herein may only be renewed after inspection and approval by the local ACO and must adhere to any applicable city, county, state, or federal laws or ordinances. The animal renewal fee shall be based on current state-approved amounts and/or as set by City Council from time to time. A unanimous vote of the Common Council shall be required to waive any such fees.
