§ 73.44 EQUIPMENT.
   (A)   Lights. Pursuant to I.C. 14-16-1-21(a), a vehicle may not be operated between sunset and sunrise unless the vehicle has at least one headlight and one taillight.
   (B)   Brakes. Pursuant to I.C. 14-16-1-21(b), a vehicle may not be operated at any time unless the vehicle has adequate brakes capable of producing deceleration at 14 feet per second on level ground at a speed of 20 mph.
   (C)   Helmets.
      (1)   Pursuant to I.C. 9-18.1-14-11, an individual less than 18 years of age who is operating or riding on an off-road vehicle shall wear a helmet that meets the standards established by the United States Department of Transportation under 49 C.F.R. § 571.218, as in effect January 1, 1979. An individual who violates this section commits a Class C infraction.
      (2)   Pursuant to I.C. 14-16-1-33, a person who is the owner of an off-road vehicle, in possession of an off-road vehicle, or entitled to the possession of an off-road vehicle; whether by reason of legal title, lease, license, rental arrangement, lease with option to purchase, contract of conditional sale, or otherwise; may not knowingly authorize or permit an individual less than 18 years of age to operate the off-road vehicle in violation of I.C. 9-18.1-14-11.
