§ 71.01 TRAFFIC-CONTROL DEVICES.
   (A)   Authority to install. The Chief of Police shall place and maintain official traffic-control devices, as required by this code, and may place and maintain additional official traffic-control devices deemed necessary to warn or guide traffic under the provisions of this code or state law.

   (B)   Improper positioning. No provisions of this code for which official traffic-control devices are required shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official device is not in proper position and sufficiently legible to be seen by an ordinarily observant person.

   (C)   Presumption of legality.
      (1)   Whenever official traffic-control devices are placed in positions approximately conforming to the requirements of this code, such devices shall be presumed to have been so placed by the official act or direction of lawful authority unless the contrary shall be established by competent evidence.
      (2)   Any official traffic-control device placed pursuant to the provisions of this code and purporting to conform to the lawful requirements pertaining to such devices shall be presumed to comply with the requirements of this code unless the contrary shall be established by competent evidence.

   (D)   Indication of course. The Chief of Police may place official traffic-control devices within or adjacent to intersections indicating the course to be traveled by vehicles turning at those intersections. The course to be traveled as so indicated may conform to or be other than that prescribed by law.
