§ 30.001 BRANCHES OF GOVERNMENT.
   The government of the city shall consist of five branches, those being:
   (A)   Executive branch;
   (B)   Legislative branch;
   (C)   Fiscal branch;
   (D)   Judicial branch; and
   (E)   Statutory boards and commissions.
