(A) The Board of Public Works and Safety or subsequently established Stormwater Utility Board shall be the hearing and enforcement authority for appeals concerning ERU determinations, stormwater credits, engineering and construction practices, and billing issues.
(B) A user, resident, or property owner under this chapter shall file an appeal with the City Clerk-Treasurer who shall forward the appeal to the Stormwater Utility Board. The Stormwater Utility Board must then review and inspect the appeal and give opportunity for public hearing within 30 days of filing the appeal. A form of notice of appeal and description of appeal is on file with the office of the Clerk-Treasurer. Any appeal that is not heard within 30 days is deemed denied.
