(A) Charges for stormwater service shall be billed by and through the city utilities office on the monthly utility bill and payable by the property owner.
(B) The billing and collection procedures for charges for stormwater service shall be the same as specified for metered and nonresidential or non-metered users as listed and updated from time to time at the city utility office.
(C) Any unpaid stormwater service charges delinquent for more than 30 days shall become a lien on the property. Charges which remain unpaid for a period of six months shall be collected by action against the property owner.
(D) All funds collected for stormwater service shall be placed in a separate account and shall be used solely for the construction, operation, and maintenance of the stormwater system.
