The rules and regulations promulgated by the city, after approval from the Board of Public Works and Safety, shall, among other things, provide for an appeal procedure whereby a user shall have the right to appeal a decision of the administrator of the user charge to the Board of Public Works and Safety and that any decision concerning user charges of the Board of Public Works and Safety may be appealed to the Circuit Court of the county under the appeal procedures provided for in the state’s Administrative Adjudication law found at I.C. Title 4, Articles 21.5 and 22, being I.C. §§ 4-21.5-1-1 through 4-21.5-7-9 and 4-22-2-0.1 through 4-22-10-5.
