(A) Specifications.
(1) No person shall make connections of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building drain which, in turn, is connected directly or indirectly to a public sanitary sewer.
(2) The connection of the building sewer into the public sewer shall conform to the requirements of the Building and Plumbing Code or other applicable rules and regulations of the city or the procedures set forth in the appropriate specifications of the A.S.T.M. and the W.P.C.F. Manual of Practice No. 9. All such connections shall be made gas-tight and watertight. Any deviation from the prescribed procedures and materials must be approved by the Superintendent before installations.

(B) Location and manner of laying.
(1) The connection of the building sewer into the public sewer shall be made at the “Y” branch if such branch is available at a suitable location.
(2) If no properly located “Y” branch is available, the owner shall, at his or her expense, furnish and install in the public sewer a vitrified clay “Y” saddle at the location specified by the Inspector, into which the building sewer shall be connected.
(3) The invert of the building sewer at the point of connection shall be at the same or at a higher elevation than the invert of the public sewer.
(4) A smooth, neat joint shall be made, and the connection made secure and watertight by encasement in concrete.
