§ 50.41 COLLECTION FEES; LATE CHARGES.
   (A)   Fees for refuse and/or garbage collection shall be as follows:
      (1)   For each single-family dwelling or housing unit, a sum per month based on current state-approved amounts and/or as set by City Council from time to time for weekly pick-up services of a single container not to exceed 96 gallons;
      (2)   For a two or more family dwelling, a sum per month based on current state-approved amounts and/or as set by City Council from time to time for weekly pick-up service of a single container not to exceed 96 gallons. Should the residents desire additional containers, he, she, or they must contract for the same with the third-party provider; and
      (3)   Resident homeowners, occupants, or tenants 70 years and over can qualify for reduced refuse and/or garbage collection rates. The reduced refuse and/or garbage collection rate shall be based on current state-approved amounts and/or as set by City Council from time to time for such eligible senior citizens. The collection shall be once a week of a 32-gallon container, not exceeding the container’s capacity, placed on the curbside in front of the premises.
   (B)   Service charges for flat rates, as specified in division (A) above, shall be added to the user’s water, sewage, and sanitation charges and shall be payable as are bills for water, sewage, and sanitation services. Payments not made within 15 days of the billing date will have a late charge of 10% for each month in which the payment remains delinquent. If any payment remains delinquent for more than three months, service will be discontinued. To reinstate service, all past due charges must be paid in full plus a reinstatement charge equal to one month’s flat fee.
   (C)   If any service charge remains unpaid for a period of three months, the charges may be certified to the County Auditor for placement upon the tax duplicate by the Auditor and collected as taxes are collected as provided in state law.
   (D)   Any request for rate change by the city shall be advertised not less than two times one week apart in no less than two county newspapers and shall state the date, time, and location of a public meeting to advise the reasons for the rate change. In no event shall the fee schedule so established serve to collect monies in excess of those required for payment of costs incident to the services provided.
   (E)   All collection costs not covered herein will be reviewed on an individual basis.
