Nothing in this chapter shall be construed or interpreted to authorize or require the collection and disposal of any waste material arising as a result of any manufacturing or commercial processing or to prohibit manufacturers from collecting and disposing of waste materials as a result of their manufacturing or commercial processing if the same is not inimical to the public health or cleanliness.
