A student attending public or private school within the city shall be exempt from paying the motor vehicle license tax and obtaining the license tag while parking his motor vehicle on school-owned property and not on the public streets, and if his motor vehicle is duly registered with the school that he is attending. City residents attending public or private schools within the city operating motor vehicles within the city are not exempt from the requirements of the motor vehicle license tax.
