§ 70.06 AUTHORITY OF CHIEF OF POLICE.
   Where any duty is imposed or where any authority is given under the provision of this traffic code, the Chief of Police is deemed to be the administrative director referred to and he is hereby authorized to:
   (A)   Test traffic-control devices under actual conditions of traffic.
   (B)   Designate and maintain, by appropriate devices or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is a particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary or where the City Council may direct.
   (C)   Establish safety zones of such kind and character and at such places as he may deem necessary or as the City Council may direct, for the protection of pedestrians.
   (D)   Mark lanes for traffic on the street pavements at such places as he may deem necessary or as the City Council may direct, and as are consistent with other regulations of this traffic code.
