(A) The Mayor shall preside at meetings of the Council. In the event the Mayor is absent from a meeting and is unable to preside at that meeting, the following procedure shall be used to select a member of Council to preside at that meeting. The first order of business shall be a motion made and seconded by members of the Council to appoint a member of the Council to preside at the meeting in the absence of the Mayor. A vote shall then be taken to approve the motion, and the motion shall be approved by a majority of the members of the Council present and voting. The Councilmember elected to presided shall do so for that meeting only, and may execute any ordinances, orders, resolutions, or other documents approved and adopted at that meeting.

(B) The Mayor may participate in Council proceedings, but shall not have a vote, except that he may cast the deciding vote in case of a tie.
