(A) Establishment. There is hereby established a Park and Recreation Board for the City of Alexandria which shall be responsible for advising the Mayor and Council regarding the development, operation, oversight and maintenance of public parks, recreational facilities and playgrounds within the city limits. This Board shall be known as the “Alexandria Park and Recreation Board.”
(B) Composition; terms. The Park and Recreation Board shall consist of five (5) persons, appointed by the Mayor, four (4) of whom shall be residents of the city, and the fifth member may be a non-resident who possesses special skills and experience which would serve to assist in carrying out the mission of the Board; and whose terms of office shall be for four (4) years and until their successors are appointed and qualified, except that the members first appointed shall be one (1) for one (1) year, one (1) for two (2) years, one (1) for three (3) years and two (2) for four (4) years. Vacancies shall be filled in the same manner as original appointments and for the unexpired term. Each member of the Board shall receive forty dollars ($40.00) per meeting attended, the Chair of the Board shall receive eighty dollars ($80.00) per meeting for his/her services.
(C) Duties. The Park and Recreation Board shall advise the Mayor and Council regarding the development, operation, oversight and maintenance of public parks, recreational facilities and playgrounds of the City of Alexandria.
(D) Meetings. The Board shall establish a schedule of regular meetings, and shall meet at least quarterly, at the City Building in Alexandria, Kentucky.
(E) Designation of Chairman and Secretary. At the first meeting of the Park Board and annually thereafter, the Board shall organize by designation of one (1) of its members to act as Chairman and one (1) of its members to act as Secretary. One (1) representative from the Park Board shall attend the first Council meeting each month to make a report on the status of the city park system.
