The fee for the permit required by § 152.02 shall be twenty dollars ($20.00) per year. The fee shall be due on the first day of January of each year and shall be for the 12-month period between January 1 and December 31 of each year. Any application for a permit for a trailer newly situated in the city after January 1 of each year shall pay a permit fee for the remainder of the period prorated quarterly, including the month in which the application is made.
