There is hereby levied and established an annual license fee for any business within the confines of the city having on its premises any gaming or amusement device such as pinball machines. No business shall allow any gaming or amusement device to be operated on its premises without first having the required license and paying the established fee. Every person or business desiring to obtain a license for any gaming or amusement device shall apply to the City Clerk. The person or business to whom the license certificate is issued shall pay to the city the fee of $10 for each such device, as permitted under KRS 137.410.
