Any property owner, resident or user or occupier of any property within the city failing to comply with the provisions of § 96.07 or any person removing, defacing or altering any identifying numbers conforming to the street address of a property as provided in § 96.07 (E) shall be deemed guilty of a violation and shall be fined the sum of ten dollars ($10.00) for each violation. Each and every day the violation continues shall constitute a separate offense.
