For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
NOISE
Any sound which a) causes or tends to cause an adverse psychological effect on human beings of normal sensitivities, b) endangers or injures the safety or health of human beings of normal sensitivities, or c) annoys or disturbs reasonable persons of normal sensitivities.
PERSON
Any individual, association, partnership or corporation, and includes any officer, employee, department, agency or instrumentality of the United States, a state or any political subdivision thereof.
