For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CAT
. Any member of the feline family, three months of age or over.
DOG
. Any member of the canine family, three months of age or over.
OWNER
. When applied to the proprietorship of a dog or cat, includes every person having a right of property in the dog or cat and every person who keeps, or harbors the dog or cat, or has it in his care or permits it to remain on or about premises owned or occupied by him. Any person who allows a dog or cat habitually to remain or to be lodged and fed within or upon his premises, shall be deemed the
OWNER
for the purposes of this subchapter.
