The mayor and city council are hereby authorized to make such rules and regulations consistent with this chapter for the connections to the sewerage system, specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, and amend the same from time to time as may be deemed necessary. All service pipes and connections to the sewerage system shall comply with the said specifications and rules for connection to the sewerage system and any person, persons, firm or corporation failing to comply with said specifications and rules shall be subject to a penalty as hereinafter provided.
