Any person desiring to do business as a sewer builder or drain layer, in connection with the sewer system of the City, shall first obtain a license as such sewer builder or drain layer from the Clerk of the City and shall pay a fee therefor pursuant to title 13, "Schedule Of Fees", of this Code, and no person shall receive such license who shall not have attained the age of twenty one (21) years, and who shall not furnish to the City satisfactory evidence of this responsibility and skill to carry on his trade in accordance with the laws, rules and regulations of the City.
