4-1-13: DRIVEWAYS; WALKS; CULVERTS:
   (A)   Specific Concrete Construction: Hereafter each and every concrete driveway, sidewalk or other concrete construction, as to such part thereof which may be laid or constructed upon any part of any public street or alley in the City, which shall abut upon or adjoin to the concrete curbing of the street pavement, or any part thereof, within the corporate limits of the City, as the said curb is now or may hereafter be laid or constructed, shall be so laid or constructed according to specifications to be provided by the building official, after consultation with the City Engineer.
   (B)   Culverts: Upon request of a lot owner(s), the City shall pay for the cost of installation for one culvert on each lot located within the City. Such culvert shall not exceed twelve inches (12") in diameter and twenty feet (20') in length. For all culverts in excess of twelve inches (12") in diameter and/or twenty feet (20') in length, the City shall charge the requesting lot owner(s) with the cost which exceeds the regular material and installation cost. The City shall also charge a requesting lot owner(s) with the actual cost to replace any such culvert on a lot located within the City unless otherwise agreed to in writing between the City and the lot owner(s) as part of the City's Culvert Replacement Program.
   (C)   Culvert Replacement Program: Lot owners may voluntarily participate in the City's Culvert Replacement Program whereby the City will pay for fifty percent (50%) of the actual cost to replace the lot owner(s)' culvert. The annual program shall be from January 1 through December 31 each year, and shall be administered on a first come, first serve basis and until such time that the available program funds are exhausted each year.
