4-1-6: PARKING LOTS:
   (A)   A permit shall be required for any new parking area, addition to existing parking area or substantial renovation of existing parking area.
   (B)   "New parking area" is defined as any land area to be utilized for the outdoor parking or storage of motor vehicles that has not, immediately prior to the enactment of the regulation, been continuously utilized for such purpose. (Exception: Accessory parking for one- and two-family dwellings.)
   (C)   Resurfacing of existing parking lots does not require permit or compliance with construction standards. Standards for new parking lots for religious and nonprofit organizations may be modified by the building official.
   (D)   Wheel stops are required where vehicles could strike buildings or pedestrians, as determined by the building official.
   (E)   Lighting is required to provide adequate safety, but shall not create nuisance to adjacent properties or surrounding neighborhood.
   (F)   Striping shall be required so as to identify spaces.
   (G)   Lot shall be graded so as to provide positive drainage. Lot drainage shall not cause a hazard or a nuisance.
