(A) The village shall require advance payment of all fees required for any action requested as may be authorized by its applicable subdivision, zoning and planning regulations.
(B) All fees for any application or filing that may be authorized by the subdivisions, zoning or planning regulations shall be nonrefundable.
(C) The following fees shall be payable to the village prior to consideration of actions authorized by its duly adopted subdivision, zoning or planning regulations.
