(A) General requirements. An accessible, adequate, safe and potable supply of water shall be provided in each mobile home park. Where a public supply of water of satisfactory quantity, quality and pressure is available, connection shall be made thereto and its supply used exclusively.
(B) Source of supply. The water supply shall be capable of supplying a minimum of 150 gallons per day per mobile/manufactured home.
(C) Water distribution system.
(1) The water supply system of the mobile home park shall be connected by pipes to all mobile/manufactured homes, buildings and other facilities requiring water.
(2) All water piping, fixtures and other equipment shall be constructed and maintained in accordance with state and local regulations and requirements and shall be of a type and in locations approved by the Health Authority.
(3) The water piping system shall not be connected with non-potable or questionable water supplies and shall be protected against the hazards of backflow or backsiphonage.
(4) The system shall be so designed and maintained as to provide a pressure of not less than 20 pounds per square inch, under normal operating conditions at service buildings and other locations requiring potable water supply.
(D) Individual water riser pipes and connections.
(1) Individual water riser pipes shall be located within the confined area of the mobile home stand at a point where the water connection will approximate a vertical position.
(2) Water riser pipes shall extend at least four inches above ground elevation. The pipe shall be at least three-quarter inch. The water outlet shall be capped when a mobile/manufactured home does not occupy the lot.
(3) Adequate provisions shall be made to prevent freezing of service lines, valves and riser pipes and to protect risers from heaving and thawing actions of ground during freezing weather. Surface drainage shall be diverted from the location of the riser pipes.
(4) A shutoff valve below the frost line shall be provided near the water riser pipe on each mobile home lot.
(5) Underground stop and waste valves shall not be installed on any water service.
(E) Water meters. Individual water meters may be installed for any mobile/manufactured home at the option of the owner of a mobile home park. The owner of the mobile home park shall be the owner of the water meter and shall be responsible for the expense of any installation, repair and/or replacement of the water mater. All waters meters in use shall be kept in good repair by the owner of the mobile home park. Any water meter shall be installed, repaired or replaced only by a plumber duly licensed in the state. The municipality shall have unrestricted access to all water meters and the consumer shall permit the designated agent of the municipality for the purposes of reading those water meters. Should a consumer’s water meter fail to register properly, the consumer shall be charged for water during the time the water meter is out of repair on the basis of the monthly consumption during the same month of the preceding year; provided, that if no such basis for comparison exists, the customer shall be charged such amount as may be reasonably fixed by the governing body. It shall further be unlawful for any person to tamper with any water meter, or by means of any device to divert water from the service pipe so that the same shall not pass through said water meter, or while passing through said water meter, to cause the same to register inaccurately.
(F) Upon the installation of a water meter, the occupant of the mobile/manufactured home served by the water meter, as the consumer, shall pay to the Village Clerk a $50 refundable deposit for utility service and shall thereafter be directly billed for water service. Subject to anything herein to the contrary, the provisions of Chapter 52 of the municipal code shall be applicable to any water meter installed for a mobile/manufactured home, including, but not limited to, the procedures for water billing and liability therefor.
