The animal shelter shall be safe, suitable and conveniently located for the impounding, keeping and destruction of dogs. The said shelter shall be sanitary, ventilated and lighted. It shall be the duty of the Village Marshal to provide an animal shelter; provided, however, it shall be lawful for the governing body to enter into an agreement by resolution with any veterinarian, clinic or humane society for the purpose of providing a suitable animal shelter in order to comply with the provisions of this subchapter. If such an agreement is executed, the provisions herein applicable to the animal shelter and/or the Village Marshal shall be applicable to the veterinarian, clinic or humane society with whom an agreement has been executed.
