§ 54.07  INSTALLATION OF BACKFLOW PREVENTION DEVICES.
   (A)   From and after the effective date of the adoption of this chapter, all new construction and repair or replacement of existing plumbing installations shall require installation of approved backflow devices in respect to connections to the public water supply system which pose a hazard for contamination of the public water supply system. Additionally, the consumer in respect to existing connections on the effective date of the adoption of this chapter, at the consumer’s expense unless the village shall otherwise agree, must obtain an approved backflow device if required by the village, or its representative, within 90 days of the receipt of notice of required installation. The date by which installation of backflow prevention devices in respect to existing connections shall be accomplished may by resolution be established by the Village Board and shall correspond with guidelines permitted by the State Department of Health and applicable federal regulations after analysis of the results of cross-connection surveys, inquiries and inspections are available to the village in accord with the provisions of § 54.04.
   (B)   Such approved backflow device shall thereupon be installed in the following manner.
      (1)   Backflow prevention devices required by this chapter shall be installed at a location and in a manner approved by the village, or its authorized representative. All such devices shall be installed at the expense of the consumer, unless the village shall otherwise agree.
      (2)   Backflow prevention devices installed at the service connection shall be located on the consumer’s side of the water meter, as close to the meter as is reasonably practical and prior to any other connections.
      (3)   Backflow prevention devices shall be conveniently accessible for maintenance and testing, protected from freezing and where no part of the device will be submerged or subject to flooding by any fluid. All devices shall be installed according to manufacturers’ recommendations.
