It shall be unlawful for any plumber or pipefitter to do any work upon any of the pipes or appurtenances of the municipal system of waterworks, or to make any connection with or extension of the supply pipes of any consumer taking water from said system until such plumber or pipefitter shall have first procured a license or permit from the municipality. All plumbing shall be done in the manner required by the governing body or its designated representative. A licensed plumber shall be required to perform all such work and shall at all times be subject to the inspection and approval of the municipality’s designated representative and it shall be unlawful to cover or conceal any willfully defective or unsatisfactory plumbing work.
