Each separate premises located in the municipality must be connected to the water service operated by the municipality and must be separately metered, billed for water service, and will be subject to the minimum rates herein referenced, unless the governing body shall hereafter establish a different rate by ordinance for any situation not hereby provided for in accordance with water usage. No consumer shall supply water to any other separate premises or allow other consumers to take water from one separate premises to another, nor after water is supplied to a separate premises shall any person make or employ a plumber or other person to make a tap or connection with the pipe upon the separate premises for alteration, extension or attachment without the express permission of the governing body first had and obtained.
