The consumer at consumer’s own expense shall replace and keep in repair all service pipe and supply pipe from the main to the place of dispersal. When leaks occur in the service pipe or the supply pipe, the municipality may shut off water service until the leak is repaired to the satisfaction of the governing body or its designated agent.
